Is there a difference between the Fender Strat Hard Tail Bridge and the Tremolo Bridge?

Is there a difference between the tremolo bridge and the hard tail bridge on a strat if the tremolo bridge is set so that it is flat against the guitar (i.e. can't use whammy)?
