Have you ever called family services on someone?

Trust me, your not doing the wrong thing, you should contact someone and have CPS (child protective services) check it out. They'll basically just ask why your calling and tell them exactly what you just told us. You might have to call them a couple times before they come out to the house because they are usually busy with other cases. No one will know it was you that called. Most of the times, parents don't even realize how their behavior is affecting the child, so all the need is a good scare for them to change their priority's.
