Is my mom a bad parent?

Honestly you just need to be a bigger person and sit her down and have a talk with her if she tries to interrupt you tell her it's your turn to talk and to please just listen. If you let this continue then your already fragile relationship with your mom will be non-existent and then you will be even more depressed because you don't have a relationship with her. It doesn't necessarily mean that she is a bad parent it just means that she is having a tough time as well and she probably doesn't even realize it tell her open up her eyes to the reality of the situation. If you don't then nothing will ever happen and you will have lost a relationship with your mother good luck :)
