Will my 16 month old need a carseat?

We are traveling to California and will need to take a taxi eight blocks. It is the only portion on the entire trip that we will be in a car. Will we need to lug the carseat around for this? What is the law in California (I'm from out east). Obviously I want my child to be safe, but what are the technical rules?
